With the development of information and network technology, depending on these computer technology, more and more project application are based on the public network. Intelligence Transport System(ITS) virtual common information platform(VCIP) is a information integration and sharing system engineering based on ITS. Adopting the architecture of central administration control and distributed storage, it preferably solves the problems in the information integration solution, which are the strict performance demand of central server ,the hard difficulty of data maintenance, guarantee of the real time and reliable information. At the same time, we should realize the security risk of unstable system, network attack and unreasonable design in public network and information system. Under this situation, the motive of this article is to guarantee the stable and secure running of the information system based on the public network. At first, we introduce the conception of ITS VCIP and propose the security demand, project background and project application. Secondly, we analyse the security risk the information platform confronts by introducing the architecture of the platform, administration pattern and running mechanism, then we take a detailed design of the security scheme. The stress of the thesis is the research on the structure and the management mode of the ITS VCIP and carrying through a security demand analysis based on the whole VCIP。We propose a data audit criterion which can guarantee the creditability and security of the data in the central data registry and design an identity authentication method based on distributed access engine. At the same time, we synthetically analyse the access security of the subsystem and database, propose corresponding solution schemes and take a particular design of data transfer security aiming at the possible risk during the data transfer through the network. For the subsystem needed to connect, we build the system running environment according to the architecture security solution scheme. For the security of the platform administration center, we adopt the information management security scheme to guarantee the security of the central data registry besides the security of running environment and implement. The ITS VCIP security solution proposed in this paper is oriented by application and layer divided security one and is analysed and studied according to the practical running environment, organization structure and implement mechanism, and has some strong practical based project application feature. By proposing this series of security solution, the purpose of this paper is to provide a basic security guarantee system for ITS VCIP. We believe that the solution could eliminate the security hidden trouble and security risk which generally exists in the information system, also accelerate the high performance and stable running of ITS VCIP by bringing into effect of this security solution.
