With the higher education developments, the competitions among the universitiesare more impetuously. The improvement of the university's interior management andwork efficiency has become significant. To establish a safe and effective OA system isnot only to go with the tide, but also to meet the requirements of the enhancement of theuniversity's management standard and the education benefits. In order to improve theeffectiveness of administration, realize the paper-free office work and make theuniversity's administration affairs and daily work process keep the pace with modernmanagement theories, this paper carries out a series of feasible plans for universities torealize the E-GOV and OA system. These works were based on the investigation on thetarget user---the CCP committee office of Chongqing University and the analysis of itsmanagement model and application work-flow.Based on a careful analysis of domestic and overseas typical system'scharacteristics and their implement technologies, this paper puts forward a solutionbased on a three-layer framework. This solution adopts the B/S mode based on internetwhich can make the clients assess and query the system's information through a webbrowser. It also takes the WEB as its core to share and exchange information sufficiently,and provide technical support for OA system.After carefully study and analysis of the user management and operationauthorization, this paper analyzes the distribution strategy and assess control of the userauthorization according to the system's affairs, improves the user authorizationmanagement and advances better solutions.This system has been applied in the CCP committee office of Chongqing Universityand runs well. It has achieved the primary design goals and met the demands of dailyinformation process requirements. User can process secondary development on thissystem or expand its functions to meet new requirements.
