With the rapid development of the Internet, the information on it is increasing in an explosive speed. To obtain the latest information, netizens have to cost much time for a stiff searching of what they are interested in from so many websites every day. Therefore, a real-time information indexing system with the functions of information gathering and publishing is in demand. We call it Internet Information Radar System (IIRS). The basic function of IIRS is tracking and monitoring the latest information in the Internet. And then it builds a real-time information resource database so that it can provide the information indexing and searching services. IIRS provides a cross-sites information platform for netizens with features of instant, comprehensiveness, objectivity and individuation. It also builds a utilizable information resource database for supervisors.A model of IIRS with pretty completive functions is designed in this paper. Firstly, we use UML 2.0 to model IIRS. Secondly, we use VS.NET 2005 and SQL Server 2005 to implement the functions of information gathering, intelligent filtering, automatic classifying, automatic publishing, parallel fuzzy searching, synchronous update of distributed databases and RSS feed gatherer. The technique of real-time information distributed-gathering and parallel fuzzy distributed-searching is introduced in detail. At last, a website (MyIC.cn) providing free individual information center service for netizens is implemented based on the model of IIRS with netizens' requirements contented and individual services provided.In order to achieve more effective results from searching, the technique of word segmentation which is provided by ICTCLAS that is an achievement of the Chinese Academy of Sciences is integrated into the system. After tested, the function of parallel fuzzy searching is really able to understand what the users want to a certain extent and improve the searching speed. We also put forth the methods of how to achieve better performance based on the testing data.
