With the development of IP network and information processing technology, video conferencing system becomes more and more important and value than before. As the means of new communication platform and information exchanging, more convenient, flexible and complete service and transmission can be offered by video conferencing system without limit of areas. It has very extensive development foreground and can be used in many different areas.Some questions of video conferencing system are discussed and researched firstly in this paper, such as different sorts, protocol, standard and structure of system. H.323 protocol of ITU-T is introduced particularly including the details of its content and organization which is instituted for IP network. It is analyzed and discussed in detail how to design and realize the video conferencing system software based on IP network and its practical working flow.The whole system is designed using software. The structure of system is the model of C/S, including a client and a central management server. The main function and characteristics of MCU is introduced which is very important and necessary. It analyzes the central management server and designs that it is how to control the whole system and manage the progress of conferencing. How to process Real-time video and audio signals and transport information in network is the most important question in video conferencing system and will affect the running of system. In the system the capturing, compressing and playing video and audio information are done by DirectShow technology which is based on COM groupware. Coder and decoder of H.264 which is a sort of very popular technology for the compression of video signal is used in this system in order to get good effect of video compression. Using H.264 standard can effectively improve compression ratio and transmitting speed compared with H.263 and MPEG-4 standard. It is also discussed how to transmit different information in network. The details of WinSock technology are introduced and the hierarchy of transmission is also provided which is useful for preventing congestion of network. How to improve the quality of service (QoS) in the video conferencing system is discussed and new QoS solution strategies of video stream are analyzed. This video conferencing system has many characteristics such as simple structure, perfect function, easy to upgrade, etc.
