At the age of information, e-Government has become an indispensable tool for a country administration. With the growth of economic globalization, an information government has been a very important factor for a country or a district to raise its competitive force, e-Government plays an essential part in economic and social development in China, especially in that of information industry. Mr. Jiang Zemin said: "Either of four modernizations cannot be realized without informationalization." E-Government is actually a mixture of modern government administration and information technology, it combines between a real and an unreal government, aiming to provide high-quality public services for both enterprises and the public.The thesis initiates an information system based on Web, and applies it in the management of articles and goods for work-study office in Zhenxiong Education Bureau, Yunnan Province. Having introduced JSP, JavaBean and JDBC, the thesis arrives at the display of a dynamic web page with the help of SQL Server and JSP. And it discusses resolutions of management information system by using JSP on Internet/Intranet, and analyzes the conceptions and ideas of JSP, putting forward a complete set of principles and rules for designing information system. It elaborates the motion mechanism of JSP and analyzes in detail technological problems in the practical use of JSP. This project, combining cross-platform capability of JSP, reuseof components, safety and efficiency of JSP together, summarizes all advantages of JSP. Based on practical examples, the thesis discusses the technology of information system and succeeds in the realization of SQL Server 2000 and JDBC, in accessing of data base "SQL Server", by adopting B/S model-based frame with 3-layer technology, Web server in Tomcat, with the backstage database considering compatibility, replant, security of database, and data accessing mechanism management and flexibility.Having analyzed the current situation of e-Government, the thesis adopts advanced J2EE to develop the present system, with description of its basic principle, function and technology. After the designing ideas of B/S are introduced, the thesis completes the system's development and its application, giving its major functions, such as management of goods, sale, message-leaving and system safeguard, and also registered consumer management and handling of order for goods.This complete and independent system under the forestage JSP details its own set-up and structure, analyzes its basic arithmetic. Through LAN, the platform of Internet and the browser software, the system can make subordinate units and schools finish all kinds of orders for goods without consideration of time and space, and in this way, the office can also complete with ease all its business of goods distribution and sale.Last but not least, the thesis puts its stress on the system's running circuit planning, frame designing, and resolutions to some key problems in the system realization. It proposes a tentative frame of work-study programme management information system on web, and suggests necessary resolutions and code examples, which serves as the aid to develop the present system under B/S model.
