The Development Of Management Information System For The Scholarship Department At The Palestinian Ministry Of Higher Education

Scholarship department is one of the most active and important department at the Palestinian ministry of education and higher education. The department is facing administrative and process problems, that is because the increasing of students population and scholarship providers especially after the Middle East peace process. This tender started some years ago and it seems to continue in the future.In view of the enhance use of Management Information System (MIS) in organization in the recent years, so we chose management information system as a solution for the scholarship department.The requirements for the MIS development were clearly defined. As a good practice, the MIS design started with outputs that would be needed and work backwards to specify a system that would be able to produce these needs.Firstly we analyzed the current situation of the scholarship department and the ministry of education to mark up the problem area, after mastering the knowledge of MIS and other related technologies, we analyzed and designed the scholarship department management infonnation system including detailed MIS requirements, data analysis, input, report generation, control, and objectives of the new system. And finally implement the new system by designing the user application interface, at this stage hardware, software, and files were converted to the new system. At the end we tested the applications and the user application scenario.The purpose of developing the scholarship department management information system (SDMIS) is reduction in cycle of time, handle voluminous routine jobs, enhancing the security control of the department work, the new system is very helpful for decision makers, and impose a sense of responsibility on both information producers and users.After the new system was developed, it has realized three main goals: Provide the department administrative staff better access to information that will enable them respond more quickly to inquiries and also enable them make quality decisions, Centralize all aspects of the department information in database and making them available at all time, and Improve the overall administrative work.The thesis is highly recommended the use of single server client/server platform. And highly suggest to uses the electronic government technology in the nearest future.
