According to Jinzhou port' s actually management model, the design and develop of Jinzhou Port MIS is to fit the strategy of control of middle and long stage, raise the management efficiency and reduce the cost. The Jinzhou port MIS design involves the core operation about commerce, finance, charging, handling and warehouse. It requires the system has high availability and 365*7*24 runtime data operation. The port' s production is frequency, require update a large amount data, Multi businesses have high relative .So we require high configuration system platform, database and develop tools, require high strict design rules. At the same time, the application must fit more issues on change of business and business relative. Design and develop such application is quite difficult, but a good MIS must can give us good return. A good MIS must be a system that following the software engineering and integrate with actual business. It not only recreate current model, but also need analysis and improve current model, it is a high-risk work. For lowering the risk, the detailed demand analysis is requisite, the consumer' s demand sometimes not necessarily follow the current process of business. And because the different benefit of every department, the demand also is different and sometimes not reasonable. So we must try effective communication to find a reasonable schema. The key is the support of decision layer, through similar demo to know the sense of the system. The develop period must be strict control; every subsystem must begin try to run and running at once. Run the system with the coercive measure.The point of the content is to discuss the procedure of MIS design and implement and issues encountered between the running periods and also discuss the scheme of system upgrade.
