With the fast increasing of air traffic, the safety problems are outstanding. So a large quantity of ATC systems with high functionality and reliability are imminently required. This paper is the development on the basis of the system of air traffic control centre of airport of new generation ATC system, have studied it's subsystem which used JAVA and XML to develop --Platform Independent Data Management system. This paper has described the concept and importance of ATC Data Management, Introduced the main characteristic and design philosophy that is of the system especially, and some important functions of it in detail. We adopted the OOA and OOD in system developed, use JBuilder as the integrated development environment, combine XML technology at the same time , have offered a ideal Platform Independent Real-time Data Management system for the other subsystems of ATC system , Which is unify,simple and convenient,high-efficient reliable ,real-time data are stored , visit , mutual management of affairs . Essential technical points of this paper are presented in detail: Research of ATC Data Management: Because our country did not develop ATC Data Management for the national conditions of our country suitably by oneself in the past, so we to ATC Data Management carry on in many aspects research to our country ATC actual conditions. Among them include mainly: ⑴Research of data classifying and normal of data for ATC; ⑵Research of the maintenance of all kinds of static data, forming , generation , distribution of the data edition; ⑶Research of storing , visiting in real-time data , Research of mutual management of affairs to such real-time data as airspace managing , meteorological data processing ,etc; Research of Inquiry according to time slot for dynamic data that accumulate, form all kinds of statistical analysis report form, offer decision support for the fact that in ATC; ⑷Research of handling tool that improve systematic flexibility and stability for ATC, Research of data and safety management of the whole system; Research of key technology for Platform Independent: We must guarantee ATC Data Management subsystem have good stepping the platform, can operate on each platform in case of not transplanting the code, Because the geographical position of each airport is different, the data possible difference collected and put in order, consider the difference of the software and hardware platform in the network. We adopt that combine with language Java and XML for data interchange language of platform independent that making whole data management subsystem have a characteristic of platform independent. We research of uses JBuilder to develop the data management platform; Combination of XML, JAVA, database technology; The system of platform independent for design philosophy and characteristic mainly and their organic combination. All the achievements described above have been applied in the new ATC system, which is developed with absolutely independent intellectual property. The new ATC system has broken the monopolization of foreign technologies and filled a technical gap for Chinese ATC systems. It will greatly improve the modernization, automatization and intelligentization of our ATC systems with remarkable social and strategic signification.
