Discrete Wavelet Transform (DWT) is a modern spectrum analyze tool. It has been used broadly in many fields of image procession and image analysis include image compression.This algorithm takes local modem both for spatial domain and frequency domain, therefore it is efficient for instable process, too. Wavelet takes the sample interval from coarse to fine for high frequency in spatial domain when it is used in signal analysis, so we can enlarge any detail as well as we can look scenery far and near clearly. It is a powerful tool to construct the multiresolution of image. In order to reconstruct image or its portion high fidelitily, We need to compress image losslessly, here we can get the better result if we use integer wavelet.Region Of Interest (ROI) coding is one of the innovative functionalities supported by JPEG2000.In this paper, we give a promethean coding method based on the embedded coding theory: a ROI image coding algorithm based on SPIHT. We incorporated ROI coding functionality into SPIHT coding with integer wavelet transform. By placing a higher emphasis on the transform coefficients pertaining to the ROI, the ROI is coded with higher fidelity than the rest of the image (BG) in earlier stages of progressive reconstruction, thus the "important" part of the image is reconstructed more quickly than BG. This method significantly saves transmission time and storage space by terminating encoding or transmission in situations where the ROI needs to be coded losslessly and BG visually losslessly(lossy). In order to enlarge the application area, we have given a method to define a ROI automatically.Remote sensing satellite play a more and more important role in national economy and military affairs, so the requirement to process the remote sensing image is more and more high. We analyze the property of the remote sensing image and the rule of wavelet coefficients, give a way to quantify the wavelet coefficients and obtain a bit distribution method, and we have treated with the remote sensing image successfully with the method of ROI code.
