The new CTM testing management system which this paper introduces is developed based on national 863 projects, and the target of this project is how to utilize computer technology to establish a system of new CTM testing management, so to sure the new medicine can be used safely, and at the same time to make a foundation for the new medicine adapting to the global market. This system gives a method which can evaluate the safety and availability of the new type of medicine, and also provides a testing management platform of computer, to assure that new medicines can be used to people quickly and safely.What makes my system distinct to other similar systems is that this system adopt CBD development pattern which divides the system into many components with independent function, and this can increase flexibility and reusability of the system. Secondly, the developing work for this system is started in a very procedural way. Thirdly, my system is built on the Microsoft .NET platform, a most advanced technology for today, providing a very stable and operating environment which makes the developing work easier and the system itself more stable.This paper describes the whole developing process of the testing management system by analyzing component technology. In this paper, first, we introduce the related component technology. Then, we establish functional model for this system by making demand analysis, and the software architecture which is described by my own method. On this foundation, we analyze components the system demands, and describe the designing and implementing process of these components. At last, we discuss the questions about composition and testing of the system in this paper.
