With the rapid development and wide application of information technology, to which the various aspects of pedagogy reform at higher education has accessed, internet technology has already been widely applied in teaching. Virtual pedagogy is utterly new. And internet technology provides the powerful support to synchronous or asynchronous interaction in the field of education. In traditional pedagogy, virtual teaching based on the university network is combined effectively with normal classroom teaching so that the essential complement has been formed and the classroom teaching has been extended to whatever place. As a result, classroom teaching can be conducted more efficiently. The paper discusses the primal theory of virtual pedagogy with the guidance of constructivism and humanism learning views. Meanwhile, the author carries out the sampling survey on the application of the virtual pedagogy at the university level in order to draw the conclusion of efficiency of virtual teaching practices in Inner Mongolian Normal University and supply the advices and solutions in responding to the existing problems through investigation and analysis. The paper is composed of three parts. The first part is the introduction to the current situation of virtual pedagogy home and broad on the basis of wide study of relevant literature. The second part is devoted to the analysis of theoretical foundation of virtual pedagogy. Furthermore, the discussions of definition, features, components and the relationships of components, especially interactions between two main factors (teacher and students) are offered. At last, the design of virtual teaching is discussed briefly. In the third part, the process, method and conclusion of the sampling survey on the virtual pedagogy in this university are described. Responding to the major problems discovered through the analysis of data collected in the survey, solutions, the most essential point in this paper, are put forward.
