With the development of economy and rise in level of urbanization, the vehicle volume of city increased rapidly and the traffic jam become more serious. We must take some measures to deal with the serious traffic jam that will counterwork our economy development. To urban road, the key is intersections where all traffic streams converge and turn. In China city, the mixed traffic of intersections makes order become rough and tumble. This situation becomes more serious than before. In traffic engineering field, more importance has been attached to how to make the use of existing road, increase traffic capacity as well as relieve congestion in intersections as much as possible by means of scientific reasonable measures.This paper makes an overview on the urban traffic control system, including generation, development and the last achievement. It is difficult to model urban traffic system which is a heavily nonlinear, stochastic, time-variant and uncertain system. ES (Expert System) is an important application field of AI (Artificial Intelligence). It has the ability of heuristic illation, and can explain for illation and append new knowledge in the knowledge database. Taking advantage of ES, This paper implements the changeable phases signal using CLIPS (C Language Integrated Production System) language which is one of ES tools.According to the deficiencies of changeable phases signal control and research of fuzzy control, an improved changeable phases signal control algorithm has been presented in this paper. The results of simulation show that improved algorithm has reduced the average delay of vehicles in some extent in the paroxysmal flow of traffic.
