Along with the accelerated pace of urban development and motor vehicles increasing continue, urban traffic problems become more and more severe. Urban transport system is time-varying and complex with randomness. In recent years, the system has become fuzzy traffic control on the main direction combining the experience of expert knowledge. Fuzzy Control has good dynamic, without requiring precise model. However, the fuzzy control in fuzzy environment applies to the rough control occasions. For high-precision control system, its control effect is not satisfactory. To investigate the universe determination and rational distribution of membership functions within the universe of the discourse, and to improve the scheme that acquires the scaling factors both for input and output variables, the algorithm achieves the varying universe widths on the base of double fuzzy controllers, according to the values of input and output variables.The aim of this paper is to decide the next phase or green light delay of the current phase on the base of the queue. On this basis, the delay module of green light realized the adaptive regulation in time and resolved the issue on the controller parameter setting in accordance with the fuzzy rules. All simulation results prove that this algorithm exceeds the traditional fuzzy control method, especially on condition that the traffic is lack of symmetry. As a result, it not only reduces the average delay time each vehicle, but also realizes adaptability of controllers as well.The paper is divided into six parts, first introduced fuzzy algorithm development in the current traffic situation, and expounded on the subject sources and the main content. The second part of the relevant background information. The third part is the actual traffic flow of junctions investigation; Part 4 describes the variable universe fuzzy control algorithm; Part 5 is the software design of the traffic simulation; Part 6 is consist of the timing control method, tidal control, fuzzy control, as well as variable universe fuzzy control algorithm simulation and analysis of results.
