In our country, fund organizations adopt the form of natural science foundation to fund the projects according to the evaluation result of each fund project. The fund projects must be chosen in a justice, fairly and publicity way. Now, under the work module and the conditions of information exchange, the control over fund of management organization of fund mostly needs to consume a large amount of manpower, material resources. There is no an objective, accurate and effective method that is acknowledged. With the arrival of digit age and the development of computer, how to evaluate fund project by computer, realize the automatic application of fund projects' management, liberate staff members from heavy routine working, which has became an important problem. This paper has studied how to carry on synthetical evaluation to the fund project.First of all, this paper explained the general theory of project appraisal, including the method of make appraisal target, confirm the targets' weight and select appraisal arithmetic.Moreover, this paper set up the appraisal target system structure of the fund project. This paper adopted AHP arithmetic combined with group of decision direction vector arithmetic to confirm the targets' weight. To the choice of the fund project appraisal method, this paper adopted the fuzzy synthetical evaluation theory on the whole, and used estimation-matrix theory on the detail. With this method, we can draw the appraisal result with one dimension vector; it is convenient for our decision.Finally, on the basis of fully analyzing and surveying and studying, this paper introduced the design of the synthetically systematic platform of appraisal of the fund project. We can provide a synthetical evaluation to the fund project conveniently through this platform, and this platform can offer a visual result of evaluation and the facility for scientific and equitable decision of fund organization.
