The Analytic Hierarchy Process was raised by T.L.Saaty who is a professor of the University of Pittsburgh in the early1970s. In1971, Saaty used AHP to study the so-called "contingency plan" for the U.S.department of Defense. He also used AHP to study the distribution of electricity in the industrial sector for the U.S.National Science Foundation in1972. The AHP combine the characteristic of the application of network system theory and the multi-objective comprehensive evaluation. It is a weight of decision-making method on the basis of breaking down the decision-making goal into target layer, middle layer, and program layer, carry on qualitative and quantitative analysis.It is essential that certification and modification of the consistency of judgment matrix in the processing of the AHP. It directly affects the sequence of objective factors. Furthermore, it would also determine the consequence of decision-making. Therefore, the study on how to improve the consistency of judgment matrix is always at the core part of the AHP. Based on the above situation, this paper would do some improvements to the original AHP, in order to raise the consistency of judgment matrix.According to the comparison of the AHP and FAHP, this paper would do the following aspects of research that aims to the key issue of how to improve the consistency of judgment matrix:Firstly, it uses Delphi method in the construction of judgment matrix.Secondly, it makes use of average judgment matrix to solve the problems encountered by Delphi method.Lastly, it considers improving the consistency index of the original AHP.Finally, this paper applies the improved AHP in a virtual bank information system risk assessment, to verify whether the method is valid.
