This dissertation comes from actual project application, devoted to the research work based on wireless value-added service platform of short message, to change wireless appreciation system short news transmit platform dependence and network uncommonability of transmission agreement at present, then make the system load equipotent and improve sytem Stability.And the two combine together with the development of Internet technology and mobile communication technology, the wireless value-added service based on short message has got the development at full speed and become the major way of the Internet business at present. Mobile Operators' (such as China Mobile, China Unicom) gateway provided special service code based on Internet for Service Provider, and throuth seting up the connection with short message gateway SP launch the business.But the transmission protocol uncommonability among China Mobile, China Unicom and Telecom PHS gateway result in the system independence and constructing reduplication of the wireless value-added service, and restrain service provider from launching the new business fast.XML become the data interchange form in common use between different system platform and different programe lanuage. We put forward a kind of new network data transmission agreement XWBP on the basis of XML Stream in the system and make it easy to parse data package and to develop new upper system. And we can reduce the system coupling when deploying system, and improve system commonability, flexibility and Stability based on XML data format in common use.To the transmission process of high dense, high simultaneous MO data sent by mobile users, we have designed a new algorithm for pach the MO data combining together accurately and fuzzily matching, reduced the frequency that the network is transmitted, reduced the demand for the bandwidth of the network and improved data transmission efficiency notably.We have designed a new dispatching algorithm according to the PRI of the greate amount of MT data received by mobile users. And the program executes the process of sending MT data repeatedly according to the PRI in time parts to make tasks of different ranks able to get chance operation and guarantees that MT data of the different ranks can all be sent out smoothly.Based on distributed struct design, subsystems were independent of operation system, database and programe language. One hand it has improved system design flexibility, on the other hand, it has made system load equipotent and improved system stability. The dissertation has researched and developed API interface for SP's secondary development, and accelerated the development of the value-added service.The system adopted J2EE enterprises application framework, and adopted Struts framework based on open source code in project development, and adopted Linux Redhat as server operation system, and adopted oracle9i large-scale database.
