With the rapid development of information technology, human beings face more and more challenges of information domains. Especially with the widely application of GIS(Geographic Information System), existing spatial DBMS(DataBase Management System) and temporal DBMS cannot suit the requirement. thus a new database technology emerged—spatio-temporal DBMS, which combines spatial attributes and temporal attributes perfectly to support transaction time and valid time and support manipulate spatial data such as point, thread, surface etc.SAILII is a spatio-temporal DBMS and preferably implements the theory, technology and mechanism of integration of temporal database and spatial database. SAILII includes five parts: establishment of user's request for connection, query analysis processor, management of memory buffer and disk, and transaction processing. Transaction processing of SAILII comprises of transaction model, concurrent control and recovery management. Transaction model of SAILII, which is an extension of existing transaction model, is based on the coexistence of flat transaction, long transaction and nested transaction; concurrent control of SAILII is a new management mechanism of concurrent control, which is based on storage index and complicated spatio-temporal relationship; recovery management is a recovery strategy based on the construction of log structure and Write-Ahead Logging log record. Spatio-temporal database technology, as an endless integration of temporal database technology and spatial database technology, will play an important role in economy, research and military domains. The design and implementation of SAILII is a profitable try and exploration in the research domain of spatio-temporal database.
