Nowadays, as the third generational multimedia monitoring technology, the multimedia monitoring system Internet-based or Intranet-based is popular. The remote multimedia monitoring which was implemented on the network is a new research orientation in monitoring filed. Stream media monitoring system based on Real platform as the third generational monitoring system, is the outcome of the multimedia compression technology and the multimedia communication. Not only it can preview information captured in local, but also can the imagines and the voices captured be stored on specified server at real-time after these data was compressed. After passing identification authentication, remote users at any place can obtain media signal captured by the video camera from client software including browser through the network.Streaming media system requests real-time transferred and high quality multimedia data, but no quality mechanism is guaranteed in real-time transmission in UDP protocol in TCP/IP model. On the basis of research on real-time stream media transmission technology, control in UDP transmission, introduce TCP -friendly congestion and control strategy based on bandwidth complete utility, network bandwidth usage can be improved greatly and guarantee quality of service for multimedia transmission. Moreover, data capturing end in video system can also be requested to capture multimedia data in nature at real-time. For the large quantity of data captured at, it's necessary to use the high quality and high effective compress technology to ensure the imagine quality and transmission effectiveness. Based on a series of MPEG compress technology, adopting the chip that was designed on the basis of MPEG-4 technology, a video capture card with multiple tunnels is designed and implemented. It improves the functional capability of the streaming media video system effectively. Finally, a real-time transmission environments was designed on LAN and WAN for testing streaming media monitoring system based on Real platform, Test show that the system can have better a network bandwidth usage under various network, streaming media can be played without delay and jitter.
