The development of computer networks has provided a wide space for all kinds of multimedia application, for example, video conference, video on demand and telemedicine. Real-time video stream is becoming the great application of the Internet increasingly. The transmission of real-time video poses high demand on network bandwidth, delay, delay jitter, packet loss rate and error rate, etc.. However, the current Internet provides the best-effort service, and network bandwidth changes with time. Therefore, quantity of service (QoS) of streaming video is not guaranteed. Network congestion and bandwidth shortage are the choke point in the service of video streaming. Thus, how to adapt to the variational network bandwidth and how to provide better QoS have already become the key point of the field of video application. What with the characteristic and development status of video transmission, the transmission technology of real-time video over the Internet with changing bandwidth was researched in this paper. The main work includes: Firstly, the key technology of video transmission, such as video compression coding technology and streaming media technology , was introduced, and the content and characters of RTP were analyzed further. Secondly, several congestion control methods and ideas were discussed, and an RTP-based self-adaptive congestion control strategy was put forward. Thirdly, a real-time video transmission system was designed and realized, and communication scheme based RTP was given a particular description. Fourthly, the characters of stereoscopic video were introduced, and the transmission scheme of real-time stereoscopic video over the Internet and the key technology were researched and discussed. At the end of this paper, father work for deeply research was discussed, and the direction of video technology and the prospect of its application were looked forward to.
