Mainly used in traffic management, Vehicle Model &License Plate Recognition (LPR) System is one kind of Intelligent Transportation Systems (IFS). LPR finds its increasingly wide and important applications in all kind of electronic toll collection, red-light violation enforcement, secure-access control at parking lots and locating vehicles stolen, or those registered to fugitives, criminals and smugglers. As one form of automatic vehicle identification, LPR captures, processes, interprets and records the image of a license plate with the advanced technology of image manipulation, pattern recognition and artificial intelligence. A typical LPR System consists of a video image-acquisition subsystem, an image-preprocessing unit, plate character isolation & recognition engine and a local storage or remote transmission subsystem.ITS and Vehicle Model &License Plate Recognition (LPR) System are reviewed briefly in the first chapter of this paper. To give a whole idea of LPR, two important subsystems of Vehicle Model &License Plate Recognition (LPR) System are discussed in Chapter two. A feedback plate locating strategy based on apriority knowledge, a plate cutting strategy based on module matching and target optimization, a character recognition strategy based on features and a tree classifier, etc are discussed in detail in this paper and some experimental results are given. In Chapter Three, advanced software architecture of Component Model and n-tiers infrastructure are discussed.This system works based on the component and n-tiers software engineering technique with a distributed database and these will be give an introduction in Chapter Four. Some performances and technical parameters are given at last.
