In this paper, the technology of Web Services mainly is maked an in-depth research, and applies it to the data network of the MIS of highway and bridge tolls making of Jiangsu Province. The system based on Web Services has fine ability to exchange data between different platforms and the application of Web Services which is comparatively simpler than other technologies.Firstly, this paper summarizes the background, conception, architecture and running situation of the MIS of highway and bridge tolls- making, and then puts forward the aim and content of research definitely.Then, after introducing the Web Services architecture as a whole ,the features, classes and implementing platforms of Web Services are described, some key technologies used to implement Web Services architecture (XML, SOAP, WSDL, UDDI) are studied deeply in this paper.Based on studying the technology of Web Services, the paper studies deeply the newest academic achievements and application of Web Services technologies. Combining the requirements and design principles of the data network of the MIS of highway and bridge tolls making of Jiangsu Province, the paper systematically demonstrates the feasibility and advantages by applying Web Services technology to the system. Meanwhile, a basic framework based on Web Services of this platform is designed.And in this paper, the processes of analysis, design and realization of the main Web Services components of platform are discussed in detail.Finally, the paper summarizes the research on the data network of the MIS of highway and bridge tolls making of Jiangsu Province based on Web Services, prospects the further improvement of the design and realization of the MIS and proposes the main research work in the next phase.
