Capability Maturity Model Integration (CMMI) is a model for resolving the problems resulted from CMM and directing enterprises or organizations to improve process. It is developed by the Software Engineering Institute at Carnegie-Mellon University in USA based on CMM. CMMI is a multiple-disciplines and expansibility model. It has been applied in the world broadly.Due to CMMI is a criterion in itself and the circumstances of software development are various, it is difficult and impossible for a criterion or methods to achieve CMMI process goal. Organizations that want to improve their process capability by using CMMI must explore in the practices in order to understand CMMI process areas exactly, and to combine the theories of CMMI with the practices of software development and the organizational culture. To provide these organizations with a reference of improving process by CMMI, this paper discusses how to improve process capability by using CMMI maturity level 2 (CMMI ML2) with the development of account system of telecom operation support system (BOSS). There are five main components in this paper. In the first section, the basic theories of CMMI are discussed. The history and development status of CMMI are introduced, and the model framework of CMMI and its two representations are emphasized. In the second section, BOSS is described, and account system is introduced in detail. In the third section, the implements of CMMI ML2 in the development of account system are discussed, both the approach and methods of process improvement in account system are detailed from six aspects which are requirement management, project plan, project monitoring and control, configuration management, measurement and analysis, process and product quality assurance. The process of implementing measurement and analysis is emphasized. It includes identifying and defining measurement metric and establishing measurement objective, the method of implementing measurement activities and so on. The four aspects of measuring and analyzing are discussed in detail, which are project schedule, evolvement, workload, product scale and stability through collecting, dealing, analyzing the measurement data. In the forth section, the processes of account system designing and implementing based on CMMI are discussed. In the last section, some experiences and lessons are summarized in the practices of improving process capability.
