Considering this situation, Shen decided that the Short Story Magazine relied largely on the basal writers of Literary Research Committee as it was before and sought unrestrained contributions. At the same time, he did ask for contributions from famous experts to set up moral character of the magazine. Secondly, he strengthened the operating method of the magazine which the editor was turned into a writer and the basal writers became editors in order to compile magazine.
