Since Educational Technology (Audio-Visual Education Programme) is introduced into China, every stage in its development process has had a theory of occupying a leading position as the guidelines. First it was the prevalence of the behaviorism, and it was the cognitivism later. In the last few years, constructivism succeeds the theme studied, and it is as promoting the theory that the teaching result improves, pays close attention to student's needing more and considers the development of their psychological structure.As a whole, the development of the theory is progressive constantly, though passed by the detour among them. But Educational Technology is advancing constantly under the guidance of theory and it is used more extensive. Especially after these theories are combined with some advanced technologies now, it has produced many ways and tools to optimize teaching results and improve teaching efficiency. There is a method of E-learning among them and it has very important function in the classroom instruction and networked teaching.In the past two years, E-learning presented the situation that the application came into level stagnates. Since 2001, E-learning enters into low tide in foreign countries. Foreign Educational Technology circle and enterprise training circle attempt to assist and transform traditional E-learning with Blended Learning Theory. Blended Learning has already become the focus that the Educational Technology circle has highly paid close attention to now.The key purpose of Blended Learning is that it combines E-learning and traditional classroom teaching. Blended Learning has already not only given play to teacher's leading, inspiration and controlling the leading role of the teaching course, but also fully reflected students as the initiative, enthusiasm and creativity of the learning process subject, in order to achieve the purpose that the teaching result optimizes most.
