There are more and more real-time services was transferred for the fast development of Internet.Those services asked for higher limits in bandwidth,delay,and jitter.The traditional "best offer"services can not satisfied these conditions,so how to guarantee the IP services Quality has become an important task in Internet research .The aim of IP QoS is effectively offering end to end QoS control or guarantee.This paper research some main models and key technologies of IP QoS, at present, there are more works has done in schedule methods congestion control and advance resource reservation ,so this paper do more work in researching QoS routing .this paper has analyzed the relationship between QoS routing and QoS framework ,the problem brought by the QOS routing ,and the existed routing algorithms. Most routing algorithms consider how to combine or optimize the delay ,bandwidth and loss packet percent and pay little attention in how to combine the network load . This paper inroduce "congestion" into constrainted routing algorithm and constitute a routing algorithm based congestion.The algorithm try to avoid the "shcok" phenomena so that the service make best use of network resource and balance the network load when the network becoming congestion. This papar test the algorithm by using NS2 and get a conclusion that the based congestion algorithm is better in guaranteeing the network's thoughout and balancing network flow when the network is congested by comparing the Dijkstra routing algorithm's test result and the based congestin algorithm's test result.
