The development of the Internet technologies made the world smaller but more wonderful. Thanks to the constantly evolving world of Internet communication, anybody with a reasonably sophisticated computer system can now experience Video Conference anytime, anywhere, and with anybody. Consider the possibilities for a Video Conference system that enables you to distribute images for almost no cost after the initial outlay. Monitoring systems, teaching, diagnoses and scientific research are among thousands of possibilities. When Video Conference facilitates our life, the system has to be secured internal or external sources, theft of valuable information, and sabotage. Hence such systems need to be guarded by some specially designed security system to provide security services such as authentication of data and of the entities accessing the system, unauthorized access control.The issue by the International Telecommunications Union (ITU) is a standard applicable to multimedia communications. The system model and algorithms of coding and decoding of H.323 are analyzed in this paper. Based on this analysis, safe videoconference is presented. In the design, the encoder module and the decoder module are respectively implemented by dynamic-link (DLL) for convenience. Not changing the Video Conference protocols in existence, we embed a good encryption algorithm (Permutation Code) in the system to safeguard the information of Multimedia. We attach on the public key cryptosystem and use RSA cryptosystem to deliver the meeting's key.
