In recent years, the telecommunications industry developed rapidly in our country, telecommunications service providers have established complex telecommunications network in the national scope. The telecommunications service providers and equipment vendors have to manage and maintain these telecommunications network. Therefore, they have developed some network management systems (NMS) for managing part of the telecommunications network. But as a result of some limitations of these NMS, they cannot manage the entire telecommunications network synthetically. In view of above situation, according to the demand and the tendency of the development of telecommunications network management technology, this thesis established the basis of researching and developing NMS conforming to standards of Telecommunications Management Network (TMN), a new method proposed by International Telecommunication Union Telecommunication Standardization Sector (ITU-T) to manage telecommunications network. Then, this thesis discoursed on how to develop the functions defined by the TMN recommendations basing on the unified network management platform which conforms to standards of TMN. The author had a part in the research and development of the unified network management platform. Afterwards, How to use the core technologies of the unified network management platform to make up the insufficient in distributed management of TMN is discussed in this thesis. Finally, basing on the theory of the TMN and the technology of the unified network management platform, the author analyzed and has developed a fault management subsystem of the comprehensive NMS. Fault management is an important constituent of TMN, therefore, the research work described by this thesis has established a basis of developing synthesis NMS. At present, the fault management subsystem which is described in this thesis has been used commercially.
