In recent years, the Internet technology changes with each passing day, the step for the information construction is being continuously speeded up. It is of great significance to realize the important tache of the administration and service of electronization, automatization and paperlessness in government for information construction in our country. The request for E-government construction is becoming more and more importunate. In this paper, according to the current circumstance and the tendency of the construction for the E-government, we put forward the way to build up a secure E-government system using the mode of B/S architecture which is based on the Web technology in order to achieve the goals for high standard security, high efficiency, low expenditure and the aim of booming up the process of the construction for the society IT infrastructure.Beginning with the whole architecture of the E-government, we focus on the designing of an OA application system running on the core internal net and at the same time we make a deep analysis into the E-government information security architecture. We bring forward the main framework for the construction of the information security architecture, which is based on the Public Key Infrastructure(PKI). The architecture of the E-government information security has a layered structure centered with the application layer.Firstly, in this paper we give a brief introduction of the E-government. Then, we introduce the B/S designing mode based on the Web technologies of Java and XML and its advantages compared with the traditional C/S mode. And then we analyze the architecture of the E-government system, illustrate the functions and relationship between the external net and the internal net. We also put much emphasis the OA system and the mode of work flow. In the following step, we make a specific description of the designing for the OA system exemplifying the developing process of an OA system named VOA which is designed by the author. When developing the VOA system, we adopt the Java technology. The system is designed under the work flow scheme which is responsible for the document transaction. It has a 3-layered structure. The JSP handles the presentation layer, the Javabean realizes thecomplicated function of some modules and the Servlet controls the collaboration between the presentation layer and the logical layer. The aim for developing this system is to realize the common functions of the OA system and further it attempts to realize the information security scheme that will have a mixed security policy, which can provide external CA security service and the role based access control function within this system. In the final chapter of this paper, we make some research on the information security architecture of the E-government system.The information security of the E-government system is demanded highly. It must be the integration product of applying types of different security technologies and security policies. In this paper, we make a specific analysis on the different types of information security technology on different layers and emphasize the PKI construction for the application layer security, which is based on the CA certification system with other accessorial security technologies. Finally, we conclude the work we have done in this paper and point out some problems we shall make some further research.
