The article studies the 3D vision multi-resolution modeling and visualization technique which is an active focus on GIS currently. An analysis of different kinds of 3D terrain data are presented, and a data transferring method is provided to get the exact kind of data for 3D mesh simplification and multi-resolution displaying. For terrain, we propose an approach applying to the multi-resolution system, which is based on human vision system. By using the proposed algorithm and OpenGL displaying mode, we finish the orgnization of huge terrain data and displaying in multi-resolution mode. For the building's multi-resolution, a new technique of 3D modeling and visualization based on the analysis of the building's projection is provided. The experimental results demonstrate that the methods in the paper is applicable to some key problems of the multi-resolution terrain and building's system, and useful to quick scanning of 3D scan scene.
