As the GIS increasing universal applied, it has permeated into each field now, and people's demands with the technique have increased continuously. The conventional 2D terrain visualization with running under the single computer circumstance can no longer satisfy people's request. More and more people focus on the 3D terrain visualization system under the Internet environment. This thesis focused on the theoretical and methodological studies in several subtopics, such as the digital elevation model (DEM) creation, 3D terrain rendering and simplification and multi-resolution terrain representation. The mainly research works in this thesis is visualization technology about the establishment of 3D DEM models. To established a reality 3D terrain model with different programming language. This thesis introduced some arithmetic of terrain simplification and multi-resolution terrain representation and gets some research conclusion about it.This paper introduced the structure of J2EE, which is based on component-container model. It also introduced the application process using the platform of J2EE and relative software such as Tomcat etc, realizing web making, dynamic 3D view program development, 3D modeling, the configuration of web server, etc. It realized dynamic display of 3D terrain visualization under Internet circumstance.
