The Internal Financial Control Of Newspaper Corporation

The newspaper corporation in China is the special enterprise managed as the business corporation. During the course of the corporation operating, the problems that lack the internal control, especially the Internal Financial Control (IFC) are gradually unfolded and have become the obstacles of the group growth. This thesis introduces the concept of IFC into the newspaper corporations' management. It analyzes the conditions of IFC in newspaper corporation management with the cases in Wuhan, Hubei Province and gives the advice on how to improve the control effects in the view of control environment.The function of IFC is to manage the circulation of finance and protect the safety of assets. Now the Chinese newspaper corporations have generally adopted the Accountant Appointed System and set up the departments serving as the Internal Finance Balancing Center. They also have built the Internal Auditing Department carrying on the daily internal audit. But the effects of these measures are not met the expectation because of the neglecting of control consciousness and the unreasonable corporation structure. According to the situation of the newspaper corporation, some advice is brought forward to improve the effects of these microcosmical methods of IFC in this thesis.Improving the environment of Internal Control is the only way to better the corporation's IFC. The most important elements in the internal control environment are corporation structure and corporation culture. The first one affects the IFC in hard system while the latter one affects the control in soft effect. This thesis designs a new framework that steads the IFC for the newspaper corporation by referring other corporations' structures. In order to achieve the goal of strengthening the IFC, this thesis also proposes that corporation culture based on the belief of "honest and trust" and management oriented to the people should be established.
