| There exist two reasons in behind of the fast development of computer technology. One is the successive innovation; The other is the obvious, steady and fast development of the selection standard and mechanism revolving the computer technology .Hence we can contribute the development and the variety in computer technology to the continuous creation and selection, which evidently beyond the scope of the computer technology itself. So we must extend our research to the social environment around us.The demand is a primitive impetus of creative occurrence, while the realization of these creations is also affected by such factors as creation entity, economic conditions and cultural background. Meanwhile, the exterior factors, such as market condition, organization scope and the internal participants like the designers, producers, users may restrict the occurrence of the creation of the computer technology. Along with the transition of computer technical system from the oneself to open, the similar changes happened simultaneously in its Organization, culture and structure that was formerly applicable to the administration traditions. So we may conclude that the technical creation of computer occurs in a cooperatively evolutionary process of social environment。Due to the large quantity of creation activities, we have more feasible techniques than we actually need. And the computer technique development is also focused on "Selection", which may be divided into two types, that is, the objective selection of marketplace and subjective selection of mankind(including relevant entities such as the designer, the inventor and the user ). Moreover, in a long term, this kind of selection is also greatly affected by military elements. Therefore, The actual units that affect the selection mechanism are such elements as individuals, companies, marketplace, military factors and so on. Besides, the computer and community are identified with each other and cooperatively evolution in the selection process.
