With the rapid progress of information technology and E-Government, it brings about serious problems in workflow management of government. Workflow is the fundamental to solve them. Therefore, it's quite important to research the Workflow Management System of E-Government. Aiming at the characteristics and demand of E-government, we analyze the Workflow Reference Model of Workflow Management Coalition (WfMC) and the detailed specifications of its interfaces, and propose a design scheme of the E-Government Workflow based on J2EE.Based on the J2EE platform, the E-Government Workflow Management System --- W-FLOW we designed and implemented is independent of DBMS and OS, and conceals the complexity of low-level information technologies, thus provides a convenient middle platform for upper application developers. W-FLOW separates the workflow management module from the whole application system and enhances its reusability. Altogether, W-FLOW solves such problems in workflow technologies as high cost, poor availability and weak interoperability.Firstly, the technology background of the research and development of W-FLOW is introduced in this thesis. Based on the specification of WfMC,we provide the model of the architecture of W-FLOW and explain the basic concepts of W-FLOW application components, administered objects, workflow model, process definition model and the standard W-FLOW interface one.In addition, we also discuss the design pattern of MVC based on Struts and the architecture of W-FLOW, and use the XML Process Definition Language (XPDL) to describe Workflow Definition Interchange (Interface 1).At the same time, we describe the design and implementation of the E-Government Workflow Management System --- W-FLOW based on J2EE platform in detail. As a result, the test data of W-FLOW system is given in the later part of the thesis.
