It fits for the direction of combination voice network and data network.At the same time, since it's a developing technology, it has many faults such as low availability and bad voice quality. It requires a series of effective quality assure measure. The article analyses the factors that affect the voice quality with many paragraphs. The quality of the IP network is the most important factor that working on the voice quality. According to the mostly model for IP QOS, we choose IP preference technology as the proposition for IP QOS. The practice proves that the processing meets the need of the application.
