With the development of communication operations and the expanding scale of communication network, unified network management system (UMS) which is composed of product by the same company is bring forward by business. That is to say, different product can be managed in the same network management platform. UMS should have steady supported platform which provide systemic services including support of running sysem, time service, file management, dubugging and print, system management, ect. Time service is an important researching domain. It researchs the design and the realization for the time service in PCS UMS .The ZTE Unified Management System in PCS is based on network level of TMN, a project funded by Technology Center Chengdu Institute of ZTE Corporation., is composed of UMS and PCS service. In this thesis, it mainly describes design and development for time service function of PSF in the sequence of total system, subsystem, module, design and development, it also introduces the problems and the solutions that meet.Time service provides a time source that is independent of OS and devices for the UMS, it is used in network elements management. Only the managed network element maintains the same time system, it has actual meaning by amending or setting. It is based on NTP for design and realization, mainly solving time problem in LAN. Time service is composed of timer and time synchronization, timer enables the timer task, adds or deletes tasks , time synchronization realizes time acquirement , time check and time synchronization. It is specialized in the function of time service, eg transmission, switch, PCS diffirent devices. The precision for time synchronization is up to seconds. Refered to stability, it is stricted. In the precondition of NTP, it adds verification of counted thread, it uses main time source and spare time source, if failing to sychronized to the two time server, it sends warning and records logs, waiting the next time to sychronize, and adds the functions synchronizing to different network element only in TMN. Firstly, it introduces the purpose of ZXUMS and summarization of correlative field, expected rusult and worthiness. In the second chapter, it describes that the development of ZXUMS is based on the UEP(unifide element management platform), then introduces the whole framework, funtion module, and interface for ZXUMS. Section 3 , it mainley discusss the framework of time service of PSF subsystem in ZXUMS. In the other hand, this article also discusses JBoss Application-Server about J2EE as support of the whole system. It introduces the protocal for time service-NTP in forth chapter which describes the network framework , NTP timestamp Format and NTP message Format. Time service function is composed of time synchronization and timer function in section 5 where describes the analysis, the design of the time service, and the development . It is emphasized on the difficult and key problem of the time service. At last, the article introduces the application of the time service function in ZXUMS.In the thesis, it realizes time synchronization and timer for ZXUMS in TMN based on NTP. But it can not really complete the function , it extends and amends some of NTP, adds JMS when communicating with other network elements in J2EE, subscribes a message from message queue throw EMF, and then issues the message, listens the message to acquire the time synchronize time message. It is unstrict with precise in LAN for TMN, but it should have no connection with local OS time, and can synchronize to time server and different devices. Only supporting the distrubuted system, it can use when system extend in future, Only time difference do not expand in running time, the whole system will running in order.
