This paper's main content is to discuss software & hardware system structure, specialized equipment hardware and application management software design of a kind of new-style parking management system with Non-contact IC card as toll media. It describes advantages of Non-contact IC card parking management system at toll media, work flow, hardware equipment and general cost and active meaning of using public parking source effectively with Non-contact IC card parking management system.This paper is to be divided into three parts, namely general solution design, specialized hardware design and system management software design. It gets new system's software & hardware general solution by using system design method from generalization to part and analyzing shortage of present parking system and instructs system software & hardware design with general solution and improves system's reliability. The system's key technologies include Non-contact IC card read & write technology, computer control technology, database technology and picture database technology.The first part of design is general solution design and describes standard hardware composing, system work flow and equipment connection method of. By comparing toll media Non-contact IC card of new-style parking system with presently using toll media at work method and function etc., it describes advantages of Non-contact IC card as toll media, such as low-cost, high security and long-distance read & write and improves car flow in the park and parking system data security progressively. This part describes that Non-contact IC card parking system how to overcome present management method's shortages, such as lose of cards, equipment running logic confusion and data recorded incorrectly etc. by optimizing work flow and method to deal with user's irregular behavior in the park. The second part is specialized hardware design. It introduces hardware design solution of key equipments and design principle and technology measure of increasing reliability and decreasing cost of specialized equipments in the Non-contact IC card parking system.. Because of compatibility problem of IC card reader's communication protocol and 485 bus-style connection, it brings forward design idea of specialized Non-contact IC card reader driving double-antenna readers in the park and describes the card reader's circuit and software design. According to present automatic card-issue machine's small capacity and function problem, this part describes new-style automatic card-issue machine's structure design and technology measure to solve reliability problems at manufacture and structure technics. By analyzing function and problems of entry & exit station controller, this part puts forward design principle of new-style separated controller and describes that using self-developing low-cost, high reliability specialized parking equipments is a kind of effective measure of improving equipment function and decreasing maintenance intensity.The third part is system management software design. By analyzing Non-contact IC card parking system's demands and partitioning main function modules, this part defines software system's design solution, operation system platform style and database platform style and introduces measure of increasing software platform's maintainability. It describes Visual Basic's characteristic and program code's optimization principle and measure. By using typical client-server structure and high capability database system, the parking system database improves it's performance by comparing with present single-machine database system, it can ensure reliability of data's query & store and security also. Software design part puts forward the point of using picture database technology in manual work picture comparison module and take place original picture file store measure with it, it improves picture data file's query performance and enhances picture file's store security.
