The nationwide patent management platform is a national-level E-government system, whose business scope covers the whole country. According to its requirement a three-level patent platform is purposed, which is based on J2EE multi-layer systematic structures and the management of databases with the combination of centralized and decentralized means. Through overall plan, uniform standards to build the platforms, and regarding general bureau of the national intellectual property right as the pivot, joining each provincial's and city's systems to realize resource-sharing and business collaborating, they form the nationwide unified patent management information platform.The scheme of national three-level patent platforms is purposed according to J2EE multi-tie architecture and the thought of divided-layer design, and the related universal model is set up. This paper elaborates on the design of the logic and software structure of the platforms, utilizing J2EE multi-layer software structures and component technique to design and realize the platforms and the universal presentation framework which is integrated with the authentication and authorization mechanism, using Apache Extensible Interaction System to solve the key problems such asresource-sharing and business collaborating of the platforms on the Internet. The three-level platforms designed according to this general model improve greatly the efficiency of the patent management, and the universal presentation framework can be reused totally, applicable to other information systems directly.
