During the past decade, great progress has been achieved in Tele-communication field and its information popularization has also been sharply improved. Contrasted to the current plentiful Service-Oriented Tele-Communication operation management systems, Maintenance-Oriented Tele-Communication resource management system, especially the system based on GIS, needs further research and development.As a newborn cross-subject technology, GIS(Geographic Information System) merges computer technology, database management system and computer graphic science. By GIS we can implement information management on maps and data visualization conveniently. Since last decade GIS has been widely applied in many fields such as Land Management, Traffic and Transportation, Post and Tele-Communication, etc.In this dissertation, according to the characteristics of the fixed telephone network, we researched the application of GIS in Tele-Communication resource maintenance field and a practical GIS-based Tele-Communication Resource Maintenance System (In short TRMS) has been developed. Moreover, some in-depth work on the solution of optimal route search has been done. During the design and implementation process Object-Oriented idea and rules have been adopted to facilitate the software's reuse and it's function extension in future. In addition, important research on the system real-time communication using multi-thread technology has also been done.A system with high engineering practical value has been implemented on the platform of Microsoft Windows and is running now in the Communication Company of Dongying City, Shandong Province. The system has begun to show some helpful effects in the daily maintenance works of the Tele-Communication resource. According to the system architecture the system is divided into two parts—the Monitoring Center Subsystem and the Front Device Subsystem, this dissertation mainly emphasizes the Monitoring Center Subsystem and its main works are listed as follows:On the basis of the business modeling for the daily maintenance works of Tele-Communication resource in fixed telephone network, a database for application is designed and implemented. According to the geographic features of the system, GIS application is included to construct a GIS-based TRMS.According to the requirements and characteristics of current Tele-Communication resource maintenance works in fixed telephone network, a new architecture of GIS-based TRMS is presented and realized.The Monitoring Center Subsystem is designed and implemented. It's features and functions are introduced in detail.Guided by the idea of "by path classification, search optimal route layer by layer", the existing optimal route search algorithms are improved. The solution to optimal route problem has been given by combining with heuristic search strategy and GIS function. Recurring to the path information provided by GIS, This function of the TRMS can effectively facilitate the maintenance of the Tele-Communication resource.
