Nowadays,flow measure becomes more and more important. The supply of natural resource has been lacking. It is more important to measure the flux of important resource, such as the water, natural gas, petroleum and petroleum derivative, for saving. The flowmeter is required to be more precision. The supply of petroleum derivative is more lacking. Petroleum derivative is very important to the development of a country. It is reported that the consumption of petroleum is 5390,000 barrel p.d. in china. The consumers are very care of the measurement of their consumption of petroleum derivatives. The mobile flow measurement system for fuel oil in this paper adapts to the requirement of above consumers. The study is for the measurement of tank truck and the make hole team's consumption of diesel oil etc. The mobile flow measurement system for fuel oil has the advantages of low power, high precision, light, long time use, low price etc.A right flowmeters is chosen in this flow measurement system. At last, the paper chooses turbine flowmeter to be the object of the study. Deep studies about the characteristics of turbine flowmeter has been carried out in this paper. The turbine flowmeter is affected by the characteristics of flowing medium, such as viscosity, temperature and density. The paper analyses the affected status of the characteristics of flowing medium to the turbine flowmeter. Some compensate formulae are presented in the paper. The paper carry out a experimentation to study the affect of the flowing medium when it has a changing temperature. The paper also studied the flow standard facility for fuel oil which can change the of fuel temperature.The smart flow integrating and displaying instrument can switch to display the time, cumulative flux of quantity and cumulative flux of volume etc. Its parameters can be changed by manual key-press panel. It can print the time, cumulative flux of quantity and cumulative flux of volume by a subminiature printer whose power supply is batteries. PIC16F877 is used in the instrument, it has good capability to reduce the work of circuit design. The software of the instrument is aborative written to make the instrument working on high efficiency.
