It embodies the following aspects: first, it is controlled by party in China while regulated by law in western country; second, the laws and rules are thoroughly detailed, which prevent the freedom of news from over using, but the rules and laws of ensuring the news freedom is perfect; third, it is difficult for Judicial department to explain in China, put theadministration law is easily operated in the west. Fourth, the tendency to regulation by bloc is increasing, while the degree and ability to regulate by bloc is significant.Employing the comparative method of study, we find out the stopover of news regulation in China and the west is to learn from it and improve our news transmitting regulation. Our news transmitting regulation should stick to sound principles, such as the national interest is supreme, party principle, intrinsic law of news transmitting, the law of market economy etc. Because of rigid thoughts, governance of feudalism, some people underestimate the law making of news. All of these slow down process of news governance by law in China. So me should set up laws for news and change governance by person rule into governance by law. Building the market economy system of socialism put forward by the communist party of China in the fourteenth committee is the circum stances of opinion. We should adhere to these rules in order to achieve out goal successfully. The rules of market economy is getting rid of the worst and handing down the best. Therefore, the news regulation should consider these aspects: expanding scale, low-cost strategy customer benefiting, multi-bloc.
