Network planning and evaluation is based on system engineering. Users of the network tends to behavior to achive his or her own optimum, while the whole system planning and management trying to obtain the system optimal pattern, so it is of importance both in theory research and applications to unify the two aspects.Based on the above elementary problems, the relation between system and user equilibrium patterns is discussed and the realization of SO pattern is presented. The gap between the user equlirium and system optium is a key factor of the evoluation of the network. And the capcity of a given network is the extension of the max-flow problem.The applications of the relation between user equiibrium pattern and the system optium structure in urban raffic control system and in social economic netwok tax collecting system are disscused.In the first chapters, we introduce the concepts of netwok and brief survey for traffic flow equilibrium assignment The following chapter is devoted to network analysis and the relations between SO and UE patterns. And a convergent algorithm for solving the network capacity model is pointed out. In the last chapter we present the evolution of network with applications in remote education network. In the conclusion section, we point out the results and improvement we have made and further research work we need to do.
