The Design & Implementation Of Mobile Communication Network Management System

The traditional telecommunication market in China was monopolized by one operator. But the complexion has been broken as a result of several independent operators growing. In such an intense market competition, to improve the network maintenance & operational ability becomes much more important. It can not only meet the requirement of investment reducing and productivity improving, but also can help the enterprise to survive and develop.The mobile Network Management System (NMS) is an integrated and highly automatic information system. To design such a complex system, the computing & networking technology, telecommunication network technology, management technology, and application software development technology are widely used. At initial stage, a NMS can only manipulate few independent network elements, second phase, NMS should evolve to a centralized and effective system which can provide maintenance and optimization ability to the whole network. In the future, the NMS should become a service-driven and customer-driven system which also contains some routine management process, in order to give quick response to the requirement, and provide decision data for the operators.The paper follows the principles of Telecommunication Management Network (TMN), and absorbs some advanced ideas from Telecommunication Management Forum (TMF). A whole solution sets related to several key issues in the network management system is given. According to authors' long period experiemce in this area, the solution combines the TMN principles with real status of China Mobile, provide a practicable NMS solution to HeiLongJiang province. The solution has been implemented and proven validate in the real project.However, the construction of a NMS system is a continuously developing process. The NMS will develop along with the technical and administration management system's evolution. The solution given in this paper considers thetwo factors of high efficiency and scalability. The author hopes that the NMS development will also benefit from his analysis and prospect view.
