As one of the most critical aspects of transportation information, the highway toll collection management system plays an important role in providing strong supports for the effective execution of our country's transportation policies. An effective and efficient highway toll collection management should have the capability of fraud detection and avoidance, prevent irregular toll practices and ensure the collected funds to be turned in duly and accurately. The study of this dissertation is based on the research and development of a business project - the Sichuan province non- profitable highway toll management system, which is undertaken by JinCai High Tech Co., Ltd. The main purpose of this dissertation is to realize high efficiency, security and maintenance of the system on the three-tier distributed architecture and provide uniform finance application interfaces to prevent the loss of toll collection. Chief work and achievements of the dissertation are as follows:1. On the basis of full considerations of reliability, security and practicability of the system, a toll-collection-station-centered software and hardware architecture is presented and implemented, which provides the basic network structure for the further development of the whole province data collection pattern.2. The basic structure of the system is built through the use of 3-tier distributed technology. Based on the analysis of the principle and characteristics of MIDAS middleware, an in-depth study of data upgrading, data integrity and system security in the 3-tier distributed environment is offered. Several customized transaction rules are designed toensure the integrity of data and the system security pattern, database security pattern and data encryption techniques are integrated to guarantee the security of data.3. Based on the analysis of the principle of video surveillance technology, the video display is realized by the utilization of video acquisition card SDK, which is also combined with the control system for the implementation of automatically triggered snapping and saving of vehicle images. At the same time, the interfaces of several types of video acquisition cards are encapsulated in ActiveX DLLs by applying COM technology, thus promoting the compatibility of the system and reducing the cost of system maintenance.4. Based on the analysis of the principle and structure of the intelligent roadway control system, the control of corresponding hardware device is implemented by the use of RS-485 interface and serial commutation technology. To improve the quality of the power supply and the reliability of the power distribution system, an approach to the technical modification of the toll collection stationelectrical system is also put forward.5. The roadway toll collection subsystem and the integrated management subsystem are implemented. Also, the system analysis, program design and debugging of the components on the business layer are presented. The system is currently installed at the Dana highway toll collection station in Luzhou City and can fully satisfy the client's demands.
