This essay focuses on the management of Chinese Newspaper-Group,by a brief review on the history of the newspaper industry,discusses the characteristics of the newspaper market:the products market and the intellectual market. It also discusses the characteristics of two-times-sales in newspaper market. By reviewing the history of the newspaper groups,the essay proves that the newspaper groups are the senior stages in the development of the newspaper industry.In discussion,by thoroughly analyzing the managements in the western newspaper-groups,using various economy theories as the New Economic Growth Theory which stresses on the enterprises' continuous development by ways of innovations,the essay analyzes that the newspaper Industry is a kind of information Industry. By means of retrospect the situation in our newspaper market,and take the political and realistic realization of our society into consideration,we bring forward a solution to solve the difficulties of propaganda task and profit making for the newsgroups,that is to let the newspapers for the Party to mainly fulfill the propaganda task while the other newspapers in the group concentrate on profit making. And we also admit that our newspaper groups are in the first stage of development. The strategy in the first step of operation for the newspaper groups should be strengthening the products producing while a measurable involvement on capital operating.Finally,we set the Chongqing Daily Newsgroup as a model to apply the above theories,and put forward a suggestion of two-step-development-strategy as:firstly the group should strengthen its newspapers producing,expand to be a multi-media giant and then to have a try in the capital operating.
