This paper has analysed the development of CATV and found it is necessary to develop the Scrambling and Descrambling technologies. On the basis of economic condition of our country we also found it was very available to develop some cheap products but its cost performance be higher and those kinds of produces would be very welcomed by some middle-scale and small-scale CATV stations. The above ideas have given the beginning of our study.Firstly, this paper has compared the Scrambling and Descrambling technologies including non-disturbing frequency method, analog base band disturbing method, the radio frequency signal disturbing method, the digital disturbing method for the analog signal and the digital signal disturbing method and screened out the Scrambling and Descrambling technology through compressing the synchronous tips of the RF signal and which is suitable for our subject. Then the single chip computer MCS-51 and IC card are simply introduced. With these devices a Scrambling and Descrambling product with high cost performance is created after our times of research and modification. It adopts the MCS-51 as its central controlling unit and uses some general digital integrated devices as peripheral circuit. At the same time the security of the system is increased and the management becomes more scientific by using the IC card. Some other methods can also be taken in the software to improve its security.Here this scrambling and descrambling technology is comparatively simple to be achieved and the devices it uses are very common. It is relatively secure and has a good descrambling effect. So it is very suitable for both of the middle-scale and the small-scale CATV stations.
