Certification Authority (CA) is one of the main components of the Pubic Key Infrastructure (PKI) in the information security sector,with the responsibility to provide services on the verification of the identities of users on the Internet. CA is playing the role of a trusted and independent third party to serve parties involved transactions on the Internet by processing the applications,issues,distribution of digital certificate and customer management,which are essential to the identification of participants of Internet communication.With the widespread of information technology applications as well as the development of information industry in China,the importance of CA's role in the Internet security systems is becoming more and more apparent. It emerged as a future development trend to use CA technology to set up an Internet security system based on the PKI. This dissertation analyzed the risks of the current applications and characteristics of the E-government System of the State Development Planning Commission (SDPC) and recommended the establishment of Certificate Center based on PKI for SDPC E-Government to address the security requirement of it,with the application of information system security and information security engineering theories. After the analysis of the development of the PKI/CA sector in China and other countries in past few years,the dissertation summed up the strengths and weaknesses of most commonly used trust models and concluded the suitable model for the Certificate Center for SDPC E-Government as well as detailed the requirements for its construction. There are some necessary introduction of the overall architecture,functions,performance,security design and implementations of the project in the dissertation.
