Very low bit rate video coding is a hotspot in video processing field in these years. It supplies a gap of application in narrowband channel. In this paper, the protocol H.263 is introduced first. Protocol H.26L which is still under development is also discussed and compared with the protocol H.263. Based on the research on video coding, a software codec based on H.263 is developed. Combined with the development of the multimedia communication and introduced TCP/IP, a long-distance video monitor system is designed which can realize real-time coding and decoding on PSTN and has a good value in practice. Therefore what has been studied should be a promotion to make very low bit rate video coding work in practice and in wide use.
