The main content of this paper is to construct a VTS information network on the basis of analysing the current situation and development trend of domestic VTS system. The information access and transmission system are the emphases of this paper. In order to access information we design a WEB site based on the Brower/Server model, and at the same time, we develop the WAP service, which is the expansion of wireless network application in the VTS system. The transmission method based on IP Multicast is used in information transmission system.The content of this paper is as follows:(1) Construction of Intranet network of VTS centers. Construct application offering the WEB information service and Intranet in enterprises, which make use of Internet protocols and the technique and equipment of World Wide Web.(2) Interlinkage of WAN. Using interlinkage of WAN, connect each VTS center with a countrywide VTS network system.(3) System of VTS information WEB site. Realize WEB station system based on Brower/Server model VTS information network, which includes the construction of WEB site, the control of security and the mobile access by WAP.(4) Information access and data transmission in VTS network system. Using the Interlinkage of WAN, each VTS center in countrywide can build a national VTS. Accessing information the method of WEB is used based on B/S model in order to unite the interfaces of information service. At the same time, considering the characteristics of data transmission and network performance, we discuss three essential methods of data transmission in the network transmission system based on IP protocol, IP Unicast, IP Broadcast and IP Multicast.
