This paper takes the Web Site in the information society as research object,and researches it as a integrity. First of all. the information resource utilization of Web site is analysed. Then based on it,organization and projection of content based and applying based Web sites (mainly is e-commerce Web Site and electronics government affairs Web Sites) is deeply researched. At last,development project of Web site based is researched,and many concrete examples explain it very well. This paper synthetically using lots of science methods such as towards object method ,organisation and classification method of information resource ,software engineering method etp,through it analysed the problems in real Web operation and come to corresponding settlement methods.
