Currently, people require an amount of information, so that traditional library is faced with new challenge of manager and service. To adapt new development, international developed the building of library automatic manage .. electronic library and digital library recent two decades. Developing digital library is imperative under the situation. In 1995 U.s government regarded digital library as the top of nine projects that will be to cope with the challenge of IT area, and today our country also promote digital library project, all of which are motive of to write the paper. First this paper introduced the concept, characteristic and development of digital library. Then combining current development of network technology and status of small library that had been evaluated and analyzed, the paper discussed how to design and achieve small digital library. Basing actuality of the library of shaanxi astronomical observatory抯, I designed and experimented small digital library抯 network environment. Referring Chinese book classical catalogue and MARC standard, I finished table structure, field, data type and trigger with PL/SQL on ORACLE.I also finished the buy book order system of the library automatic manage system with c++builder. The paper introduced CGI~ASP .~ JSP among which I analyzed advantage and shortage. Utilizing ISP technology of JAVA and cartridge technology, I completed trial software of library remote catalogue and online query system. At the same time the paper stated some methods that was about realizing archives importing system, releasing multimedia information via network, etc.
